HOSPER, as part of the integral design team with a.o. cepezed architects, was commissioned by the Rijksvastgoedbedrijf to design the site for the expansion of the Customs Port Rotterdam location Maasvlakte. The expansion of this National Inspection Terminal - Rijksinspectie Terminal (RIT) - aims to cope with the increasing volume of goods in the port of Rotterdam. Since its inauguration in 2018, this has enabled the Tax Authorities and Customs to cooperate intensively in one place with the Human Environment and Transport Inspectorate - Inspectie Leefomgeving en Transport (ILT) - and the Dutch Food and Consumer Product Safety Authority - Nederlandse Voedsel en Warenautoriteit (NVWA). This creates a 'one stop shop' where checks by these different services take place in combination.

New building volumes
Two new building volumes have been added at the site: a Customs Control Shed - Douane Controle Loods (DCL) - attached directly to the existing buildings and a separate hall further up the grounds which houses a dog training center and a globally unique practical training center (PTC) for inspectors, customs officers and guidance dogs.

The Customs Control Shed has ten loading and unloading docks and a large internal capacity for carrying out inspection work. A dog training track is laid out against the practice and training hall, surrounded by a green mound that functions as a sound and vision barrier for the animals.

Logistical flows
HOSPER redesigned the complex fabric of logistical flows on the site. By moving the entrances and scanners and through a rigorous reorganization of the site, the flow of goods and associated inspection work now take place via self-evident routes and with minimal traffic movements. In accordance with the requirements of Customs, the existing inspection work continued as usual during the implementation of the entire project.

Materialization
The materialisation of the site is unequivocal and robust: high kerbs guide the freight traffic and the markings are integrated into the floor.
